C. BRIEF NOTES ON THE DISTRICT
Write very briefly about the district: Mamit district, carved out of erstwhile Aizawl district in 1998 is situated in western region of Mizoram. The district is inhabited by Mizos and other ethnic minorities-Brus and Chakmas. It is bounded by Tripura on the West, Assam on the North, Kolasib and Aizawl on the East and Lunglei on the South. The total geographical area of the district is 3025.75sq.km with total population being 86,364 (2011 census). The district falls in the agro climatic zone of Temperate Zone.
Mamit is one of the districts of Mizoram state. It is situated in the Western part of Mizoram and located at a distance of 96 km from the state capital, Aizawl. It is a land locked district with inter-state boundaries with Tripura and Assam, and international boundary with Bangladesh. Mamit was earlier a part of undivided Aizawl district. It became a full fledged district when Aizawl district was divided into 5 districts in 1998.
The geographical area of the district is 3025.75 sq. km. It is located at longitude 92 degree 17 degree east and 92 degree 40 degree east, latitude 23 degree 17 degree north and 24 degree 15 degree north. It falls in the agro-climatic temperature zone. Majority of the people are Mizo and sub-tribes like Brus, Chakmas, etc. also inhabited this district. The important rivers flowing through the district are Tlawng, Tut, Langkaih, Teirei, Khawthlangtuipui and Mar. There are 87 inhabited villages in the district. It has three blocks. Mamit is the principal town and headquarter of the district. Road is the only means of trade and travel.
Brief about the administrative set up:
Mamit district is divided into three (3) Sub Divisions-viz : West Phaileng Civil Sub Division, Kawrthah Civil Sub Division and Mamit Sadar Sub Division. There are three (3) Rural Development Blocks- Reiek RD Block, West Phaileng RD Block and Zawlnuam RD Block.
Brief about the peculiarities in demography: One of The peculiarities of Mamit District is that workers participation is high and there are various ethnic populations like Mizos, Brus and Chakma etc who have their own culture and regional belief. Percentage of cultivators is much higher than the state average in border districts while other workers constituted by workers in tertiary sector is lower in all border districts. Besides there were a large number of minority voters like Bru voters especially from outside the District.
The entire district is covered by hilly terrain which are criss crossed by valleys and deep gorges where the rivers wend their ways to constitute its river system. About three fourth of the area of the district is drained by the north flowing rivers such as Tlawng, Tut, Teirei and Langkai whereas one fourth of the district is drained by the South flowing rivers of Khawthlangtuipui and Mar rivers.
Brief about any specific socio-economic-cultural peculiarities relevant from election management point of view:
Inhabited by economically backward communities – Brus and Chakmas, the district is relatively backward than other districts. The district is lacking behind in a number of parameters especially in infrastructure and health sector and continues to be situated at the bottom of health parameters. Aware of its position in developmental parameters the district is selected as one of the 115 districts identified as Aspirational districts by NITI Aygog. In view of low economic condition of large segment of voters population especially Bru voters, the role of money power in determining electoral outcomes cannot be ruled out. Accordingly, a number of voters are believed to be vulnerable and could be unduly influenced by money.

The district falls in the agro climatic zone of Temperate Zone. The temperature in the district ranges from 9°C to 24°C and 24°C to 35°C during winter and summer respectively. The District experiences Monsoon during summer receiving abundant rainfall and is neither too hot nor too cold throughout the year. Some villages were inaccessible during rainy season while villages like Zopui under West Phaileng Sub Division, Khanthuam, Tlangkhang, Chilui, Kananthar under Mamit Division, Dilzawl, and West Serzawl under Reiek RD Block were inaccessible throughout the year.
Brief about the general law and order situation: The general Law & Order situation within Mamit District is quite fine and peace. No general law & Order break has been experienced since the last Assembly and Parliamentary Election. Further the situation of Law & Order is under close watch and surveillance. The past record may be highlighted for kind information.
Some of the Villages are situated in Indo-Bangladesh border. In the past, trans-border crimes (kidnapping etc) took place within West Phaileng sub Division around Tuipuibari Villages.In 2014 Lok Sabha Election, Civic society groups viz YMA ( Young Mizo Association), MZP ( Mizo Zirlai Pawl), MHIP ( Mizo Hmeichhe Insuihkhawm Pawl) had staunchly opposed casting vote by displaced Brus in transit Camp through postal ballot. In current scenario,they are in oppose of any activity regarding to conduct Electoral roll revision in Transit Camp at Tripura.
